We have a government that doesn't care for the small people, only it's sponsors and donors. The Post Office scandal is another example. The Grenfell disaster still has not rehoused some of the victims.
Government uses delay tactics to spread costs, probably because they are stretched for money. That is how the law works "slowly" and justice follows on. They quite probably use the estimated death of claimants deliberately when factoring in their compensation. The likes of Braverman, Patel and May before them know this and use it to kick the can down the road politically.
